Governor Beebe Signs Animal Cruelty Bill
Governor Mike Beebe today signed a bill that makes aggravated animal cruelty to cats, dogs, and horses a felony for the first offense, punishable by a fine of up to $10,000 and up to six years in prison. The bill also includes a five-year sentencing enhancement for anyone convicted of torturing an animal in the presence of a child.
People in the New England states say stricter leash laws, harsher winters and spay/neuter laws make it difficult to find an average mutt to make a good pet. So they scan the Internet looking for rescue groups willing to let their orphans move up north.
LITTLE ROCK, Ark. — The Arkansas Senate has passed legislation making aggravated cruelty to cats, dogs and horses a felony on first offense.
The bill would make the cruelty offense punishable by a maximum penalty of six years in prison and a $10,000 fine. It also includes a five-year sentencing enhancement for anyone convicted of torturing an animal in the presence of a child.
Animal cruelty is now a misdemeanor, punishable by a fine of up to $1,000 and up to a year in prison.
Attorney General Dustin McDaniel drafted the bill after working with those who two years ago prevented passage of an animal-cruelty measure because of concerns that farmers and ranchers would be subject to prosecution.
The 34-0 vote today sends the measure to the House for its consideration.
