Sen. Sue Madison, D-Fayetteville, the bill’s sponsor, said the bill targets only the people it is intended to target.
“When we successfully pass this bill and it’s signed by the governor, the next time in Arkansas that somebody decides to skin a dog alive, set kittens on fire, cattle-prod puppies or chain dogs to trees in the woods and leave them without food and water, our constitution will have a real tool to go after these offenders,” she said.
